Step Arpeggiator

Step arpeggiator and sequencer subsystem. Provides a multi-mode step-pattern playback engine that handles both arpeggiator (chord-driven) and sequencer (pattern-driven) operation, along with shared parameter data, per-step table data, and grid-snap timing alignment.
